Try Crayola's Color Wonder line. Their makers and paints only write on the special Color Wonder paper, so they can't get it all over themselves or your walls. I have found that wooden peg puzzles can hold their interest for a while at this age as well.

i babysit a 2 year old. i just give him craft stuff (stickers pom poms crayons....) and let him do what he likes. i love his little collages and pictures. i let him do the glue and scissors too but he is pretty good with it and i always watch. i just pretty much give him the stuff and he does the rest so you can see how that works out. im sure your family would love a cute little collage or picture done by him!

Get a coffee filter and spray it with a water bottle so it flattens on the table. Then give your son watercolors and a paint brush and let him go to town. When hes done let it dry---then gather it in the middle and secure it with a clothespin that is painted black and make pretty butterflies. Not really christmasy...but you get the point.
I also made popcorn garland with my 2 year olds. Take a plastic needle and string popcorn. He will probbably eat more than he strings but its still fun.
Paint pinecones together and then sprinkle them with glitter. My boys LOVE being handed and shaker of glitter. they just shake it like crazy. Then you can string them up from the ceiling.
Now this one requires A LOT of mommy assistance and prep work, but its worth it. Go to walmart and buy some cheapy plastic bowls and some plaster of paris. Mix the plaster of paris (this part is strictly mommy because the dust of plaster of paris is pretty toxic) and pour it in the bowl. And then you place an object in it...we did softballs but you can do pinecones, acorns, gourds...whatever. Let it dry a few hours and pop the object out and then you have a perfect little catchall that your little man can paint. Give them away as gifts, because they are really cute.
A really really good website to get craft ideas for kids (they even have an area that is strictly toddlers) is familyfun.com

My son is the same age and made gifts for his grandparents and daddy.
His daddy we did painted handprints on a mug, but if your son flips at that it may be better to get some salt dough or air dry modling compound and press his hand in it to let it dry instead. You could also do foot prints.
I went to walmart and got a 3 pack of 11x14 canvas in the craft section for like $4. I brought it home and on the back wrote my sons name, age and the date and let him scribble away with crayons and markers on them to make art pictures for his grand parents. They came out looking pretty good for a bunch of scribbles. I held his hand and we spelled out his name as I guided him to write the letters (he is only 21 months as you say so I don't expect it to be independent- no where close).
Another thing I did with him istraced his hands and feet onto a piece of paper and used it as a cut out pattern. I used the foot as the head and hands as the antlers. Cut from felt or fabric and stitch to an apron. Hot glue on eyes and pom nose for a reindeer made from your child's feet/hands without the paint and mess. He loved helping to make that. We did them for his aunts and wrapped them in cute gift boxes. I got the aprons for like $3 each at a craft store.
Another fun thing you can do without the paint on the hands is to make some salt dough ornaments in shapes and let him use crayons once they are dried hard to decorate with. Be sure to put his name/age and year on the back. you could embellish with ribbon, little bells, etc.. depending what it is a shape of if you want.
Something else my son is doing this year for sitters and special people we want to do something for is cookies. I'm baking basic soft sugar cookies and icing them and letting him put the little candies and sprinkles on them. They will probably not be the most artistic cookies in the world, but with a cute tin to put them in and a card it makes a great gift.
Other ideas you can do is cut his hand print once traced from green foam or felt and arrange into the shape of a wreath of christmas tree. Embellish with red buttons. The wreath can be done on a wreath form (craft store) and the tree on a piece of hemmed fabric with a dowel rod through the top to hang. It will be a wonderful keepsake with all his little handprints for years to come.
